She was sanctioned by the U.S. in March 2022.<\/p>\n<p>Boris and his brother Arkady Rotenberg have built their wealth through state-backed contracts in construction and banking, and both have been sanctioned by Western governments for their ties to the Kremlin.<\/p>\n<p>The Treasury Department did not provide a reason for Karina Rotenberg&#8217;s removal from the sanctions list.<\/p>\n<p>Three Russian legal entities \u2014 Edison, Kolibri Group, and Sky Frame \u2014 were added to the U.S. Treasury Department&#8217;s <strong><a href=\"https:\/\/ofac.treasury.gov\/recent-actions\/20250402\">blacklist<\/a><\/strong>, blocking their assets and banning all transactions.<\/p>\n<p>Edison trades in household appliances, Kolibri Group deals in grain and animal feed, and Sky Frame is listed as a motion picture production company.<\/p>\n<p>According to the Treasury, these companies were part of a network, backed by <a href=\"https:\/\/kyivindependent.com\/tag\/iran\/\"><strong>Iran<\/strong><\/a>, that sent raw materials, weapons, and sensitive goods from <a href=\"https:\/\/kyivindependent.com\/tag\/russia\/\"><strong>Russia<\/strong><\/a> to the Yemeni Houthis.<\/p>\n<p>The shipments, estimated to be worth tens of millions of dollars, reportedly included grain stolen from Russian-occupied territories in <a href=\"https:\/\/kyivindependent.com\/tag\/ukraine\/\"><strong>Ukraine<\/strong><\/a>.<\/p>\n<p>The sanctions come as <a href=\"https:\/\/kyivindependent.com\/tag\/moscow\/\"><strong>Moscow<\/strong><\/a> is demonstrating that it is unwilling to move forward on a peace deal with Ukraine, and Russian authorities have listed <a href=\"https:\/\/kyivindependent.com\/putin-unwilling-to-compromise-in-peace-talks-setting-maximalist-demands\/\"><strong>maximalist demands<\/strong><\/a> in ceasefire negotiations with Ukraine and the U.S.<\/p>\n<p>Washington and Kyiv agreed to a full <a href=\"https:\/\/kyivindependent.com\/tag\/ceasefire\/\"><strong>ceasefire<\/strong><\/a> on March 11, but Moscow rejected it, accepting only a limited truce on strikes against energy infrastructure and military operations in the Black Sea.<\/p>\n<p>Kyiv has since <a href=\"https:\/\/kyivindependent.com\/russian-attack-on-power-facility-in-kherson-left-city-without-electricity-despite-ceasefire\/\"><strong>accused<\/strong><\/a> Moscow of violating the energy ceasefire, while the <a href=\"https:\/\/kyivindependent.com\/what-russia-really-wants-from-the-black-sea-ceasefire-sanctions-deal\/\"><strong>Black Sea<\/strong><\/a> truce remains uncertain as Russia links its continuation to sanction relief.<\/p>\n<figure class=\"kg-card kg-bookmark-card\"><a class=\"kg-bookmark-container\" href=\"https:\/\/kyivindependent.com\/putin-issued-a-decree-now-millions-of-ukrainians-face-an-impossible-decision\/\"><\/p>\n<div class=\"kg-bookmark-content\">\n<div class=\"kg-bookmark-title\">Putin issued a decree. The theft, combined with attacks on agricultural infrastructure and threats to <strong><a href=\"https:\/\/kyivindependent.com\/tag\/black-sea-blockade\/\">Black Sea<\/a><\/strong> shipping, has severely impacted Ukraine&#8217;s agriculture sector.<\/p>\n<p>The sanctions target two Afghan businessmen, a Hong Kong company linked to a <a href=\"https:\/\/kyivindependent.com\/tag\/russia\/\"><strong>Russian<\/strong><\/a> vessel transporting stolen Ukrainian grain, and the current and former Russian captains of the ship.<\/p>\n<p>Three Russian-registered companies owned by one of the sanctioned Afghan individuals were also included. Additionally, an Iranian businessman residing in <strong><a href=\"https:\/\/kyivindependent.com\/tag\/turkey\/\">Turkey<\/a><\/strong> was sanctioned for his ties to Sa&#8217;id al-Jamal, the Houthis&#8217; chief financial officer, who is already under U.S. restrictions.<\/p>\n<p>&#8220;The Houthis remain reliant on Sa&#8217;id al-Jamal and his network to procure critical goods to supply the group&#8217;s terrorist war machine,&#8221; said Treasury Secretary <strong><a href=\"https:\/\/kyivindependent.com\/us-finalizes-ukraine-minerals-deal-signing-possible-next-week-treasury-secretary-says\/\">Scott Bessent<\/a><\/strong>, emphasizing Washington&#8217;s commitment to limiting the group&#8217;s capabilities.<\/p>\n<p>The Houthis, officially known as Ansar Allah, have been in conflict with Yemen&#8217;s government since 2014 and with a Saudi-led coalition since 2015.<\/p>\n<p>Since late 2023, they have <strong><a href=\"https:\/\/kyivindependent.com\/russia-provided-yemens-houthis-with-satellite-data-to-attack-vessels-in-red-sea-wsj-reports\/\">targeted<\/a><\/strong> commercial and military vessels in the Red Sea, claiming they are retaliating against Israel&#8217;s military operation in Gaza.<\/p>\n<p>The U.S. has intensified airstrikes against the Houthis in recent weeks as part of a broader effort to reported on April 1, citing two undisclosed U.S. officials.<\/p>\n<p>The U.S. is drawing up plans to exert additional pressure on both Kyiv and Moscow as the goal of a full ceasefire by April or May seems increasingly unlikely, the <a href=\"https:\/\/www.reuters.com\/world\/trump-officials-eye-longer-road-ukraine-peace-frustration-mounts-2025-04-01\/\"><strong>news agency<\/strong><\/a> wrote.<\/p>\n<p>Ukraine agreed to a U.S.-proposed full <strong><a href=\"https:\/\/kyivindependent.com\/ukraine-agrees-to-30-day-ceasefire-if-russia-abides-by-it-kyiv-says\/\">30-day ceasefire<\/a><\/strong> during talks in Jeddah on March 11, but the Kremlin has rejected the proposal unless it includes conditions undermining Kyiv&#8217;s defense capabilities, namely, a halt on foreign military support.<\/p>\n<p>The three sides agreed on a partial truce, covering strikes against energy infrastructure and the Black Sea, during talks in Riyadh last week.<\/p>\n<p>Since then, <a href=\"https:\/\/kyivindependent.com\/russian-attack-on-power-facility-in-kherson-left-city-without-electricity-despite-ceasefire\/\"><strong>Kyiv<\/strong><\/a> and <a href=\"https:\/\/kyivindependent.com\/russia-submits-list-of-alleged-ukrainian-ceasefire-violations-to-us-and-un\/\"><strong>Moscow<\/strong><\/a> have accused each other of violating the energy ceasefire, while the future of the <a href=\"https:\/\/kyivindependent.com\/what-russia-really-wants-from-the-black-sea-ceasefire-sanctions-deal\/\"><strong>Black Sea truce<\/strong><\/a> remains in doubt as Russia linked it to the lifting of some Western sanctions.<\/p>\n<p>While the Trump administration has long been dissatisfied with Kyiv&#8217;s negotiating position and hesitancy on the <strong><a href=\"https:\/\/kyivindependent.com\/ukraine-received-new-minerals-deals-draft-on-march-28-consultations-ongoing-fm-confirms\/\">U.S.-backed minerals deal<\/a><\/strong>, Reuters reported that Washington is now also growing frustrated with Russia.<\/p>\n<p>White House and State Department officials reportedly acknowledge that Russian President Vladimir Putin is actively stalling attempts to broker a peace deal.<\/p>\n<p>This coincides with <strong><a href=\"https:\/\/kyivindependent.com\/trumps-ukraine-ceasefire-proposals-dont-address-root-causes-of-war-moscow-claims\/\">statements<\/a><\/strong> from the Russian Foreign Ministry that Moscow is not ready to accept Trump&#8217;s proposals &#8220;as they are now,&#8221; as they do not address the supposed &#8220;root causes&#8221; of the war.<\/p>\n<p>Trump previously said he was <strong><a href=\"https:\/\/kyivindependent.com\/trump-pissed-off-and-angry-at-putin-in-phone-call-to-nbc-news\/\">&#8220;pissed off&#8221;<\/a><\/strong> at <strong><a href=\"https:\/\/kyivindependent.com\/tag\/vladimir-putin\">Putin<\/a><\/strong> for continuing to disparage President Volodymyr Zelensky. He was appointed by Russian President <a href=\"https:\/\/kyivindependent.com\/tag\/vladimir-putin\/\"><strong>Vladimir Putin<\/strong><\/a> as his representative for foreign economic relations and was involved in early U.S.-Russian negotiations in <a href=\"https:\/\/kyivindependent.com\/us-helping-putin-out-of-isolation-zelensky-says-after\/\"><strong>Riyadh<\/strong><\/a> in February.<\/p>\n<p>The U.S. temporarily lifted sanctions on Dmitriev to grant him a visa, making him the first high-level Russian official to visit the U.S. since Russia&#8217;s full-scale invasion of <strong><a href=\"https:\/\/kyivindependent.com\/tag\/ukraine\/\">Ukraine<\/a><\/strong> in 2022, according to <strong><a href=\"https:\/\/edition.cnn.com\/2025\/04\/01\/politics\/senior-russian-official-washington-visit\/index.html\">CNN<\/a><\/strong> and <strong><a href=\"https:\/\/x.com\/saraecook\/status\/1907418670235619498\">Cook<\/a><\/strong>.<\/p>\n<p>Both Dmitriev&#8217;s representatives and the U.S. government declined to comment on the visit when approached by CNN.
