Now, that barrier will likely be removed, as Ukraine prepares to allow dual citizenship for the first time.<\/p>\n<p>Since taking office in 2019, President Volodymyr Zelensky has declared his intention to allow dual citizenship in Ukraine. <\/p>\n<p>\u201cTo all who are ready to build a new, strong and successful Ukraine, I will gladly grant Ukrainian citizenship,\u201d he said in his <a href=\"https:\/\/www.president.gov.ua\/news\/inavguracijna-promova-prezidenta-ukrayini-volodimira-zelensk-55489\">inaugural address<\/a> in 2019.<\/p>\n<p>Five years later, in January 2024, Zelensky finally introduced a bill that would allow dual citizenship \u201cfor all who wish to feel that being in Ukraine means being home.\u201d<\/p>\n<p>The process moved forward on June 18, when the Verkhovna Rada, Ukraine\u2019s parliament, voted to lift the longstanding ban on holding multiple citizenships, signaling a historic shift in Ukraine\u2019s approach to nationhood.<\/p>\n<p>Many foreigners living in Ukraine have welcomed the news bringing them one step closer to becoming Ukrainian citizens.<\/p>\n<p>\u201cFor some, being Ukrainian is a birthright. For others, it is a choice,\u201d Paul Niland, an Irish businessman who has called Ukraine home for over two decades, told the Kyiv Independent.<\/p>\n<p>\u201cTo be officially recognized as Ukrainian would be a source of great pride.\u201d<\/p>\n<p>Yet, for some foreigners \u2014 including those with ancestral claims and <a href=\"https:\/\/kyivindependent.com\/tag\/international-legion\/\">International Legion veterans<\/a> who fought alongside Ukrainians against Russia \u2014 the path to citizenship is obstructed by a number of bureaucratic hurdles, casting painful doubt on how swiftly their dreams can come true.<\/p>\n<h2 id=\"a-state-of-mind\"><code>'A state of mind'<\/code><\/h2>\n<p>What began as a planned six-month stay turned into more than two decades for Irish-born businessman Niland, who came to Ukraine 23 years ago to originally visit some friends \u2014 and never looked back.<\/p>\n<p>During his time in Ukraine, Niland has witnessed and taken part in the country\u2019s defining democratic political upheavals \u2014 <a href=\"https:\/\/kyivindependent.com\/ukraines-orange-revolution\/\">the Orange Revolution<\/a> to the Revolution of Dignity (<a href=\"https:\/\/kyivindependent.com\/euro-maidan-revolution\/\">EuroMaidan Revolution<\/a>) \u2014 while also carving out a role in the country\u2019s evolving civil society. He has become invested in doing his part to help the country grow, he says.<\/p>\n<p><!--kg-card-begin: html--><\/p>\n<div class=\"citation-snippet\">\n<p class=\"citation-snippet__text\">\n\u201cFreedom, independence, building a better country for our children \u2014 if we share these goals and values, becoming Ukrainian is first and foremost a state of mind.\u201d\n    <\/p>\n<\/div>\n<p><!--kg-card-end: html--><\/p>\n<p>Niland founded Lifeline Ukraine in 2019 as a crisis hotline dedicated to <a href=\"https:\/\/kyivindependent.com\/ptsd-crisis-looms-as-troop-shortages-take-toll-on-ukrainian-soldiers-mental-health\/\">supporting war veterans<\/a> grappling with emotional and psychological distress. Since then, the service has expanded its mission, offering critical mental health support to anyone in Ukraine in need.<\/p>\n<p>For Niland, the prospect of a dual citizenship law \u201cis a very important way of acknowledging the dedication that some people, despite not being born here, have to the country.\u201d<\/p>\n<p>\u201cThis great nation has gone through struggles that I have been a part of and so this kind of acceptance of others is a recognition of our common values, the values that (the Euro)Maidan was about and what we have fought for ever since,\u201d he said.<\/p>\n<p>\u201cFreedom, independence, building a better country for our children \u2014 if we share these goals and values, becoming Ukrainian is first and foremost a state of mind.\u201d<\/p>\n<p>Despite Ukrainian not being his native language, Niland\u2019s \u201cgenerally not concerned\u201d about the compulsory tests in <a href=\"https:\/\/kyivindependent.com\/tag\/ukrainian-language\/\">the Ukrainian language<\/a>, history, and constitution. He says he started speaking Ukrainian in his day-to-day life a few years ago, and he\u2019s ready to study the constitution and history in detail \u2014 \u00a0it\u2019s just a necessary formality in taking another step to deepening his ties with the country he has long regarded as home.<\/p>\n<figure class=\"kg-card kg-image-card kg-width-wide kg-card-hascaption\"><picture><source type=\"image\/webp\" srcset=\"https:\/\/assets.kyivindependent.com\/content\/images\/2024\/08\/GettyImages-2167778055.webp\"><source type=\"image\/jpg\" srcset=\"https:\/\/www.euro-tv.ro\/news\/wp-content\/uploads\/sites\/3\/2025\/06\/GettyImages-2167778055.jpg\"><img decoding=\"async\" src=\"https:\/\/www.euro-tv.ro\/news\/wp-content\/uploads\/sites\/3\/2025\/06\/GettyImages-2167778055.jpg\" class=\"kg-image\" alt=\"Foreigners move closer to Ukrainian citizenship with new draft law, but red tape obscures their path\" loading=\"lazy\"><\/picture><figcaption>A man, a woman and a child look on as smoke rises over buildings in Kyiv, Ukraine, on Aug. 26, 2024. (Roman Pilipey \/ AFP via Getty Images)<\/figcaption><\/figure>\n<h2 id=\"why-ancestry-citizenship-isn%E2%80%99t-always-easy\"><code>Why ancestry citizenship isn\u2019t always easy<\/code><\/h2>\n<p>Part of the proposed legislation aims to encourage members of the Ukrainian diaspora to pursue citizenship and strengthen their ties to the country. However, the process remains difficult for some of those who originally come from the Ukrainian diaspora and who have already been trying for years to get citizenship.<\/p>\n<p>Journalist Larisa Kalik moved to Ukraine in 2020 after a criminal case was opened against her in her native <a href=\"https:\/\/kyivindependent.com\/tag\/transnistria\/\">Transnistria<\/a>, a part of Moldova under Russian-occupation, for reporting on the systemic abuses of conscripts in the military. <\/p>\n<p>She chose to relocate to Ukraine because it brought her \u201cboth safety and a deep sense of belonging.\u201d Kalik\u2019s grandfather was also <a href=\"https:\/\/kyivindependent.com\/tag\/lviv-oblast\/\">born in Lviv Oblast<\/a>, and so she wanted to pursue her claim to ancestral citizenship over applying for refugee status. <\/p>\n<p>\u201cOn paper, applying for citizenship through ancestry seems straightforward. In reality, it\u2019s much harder,\u201d she told the Kyiv Independent. <\/p>\n<p>\u201cI have my grandfather\u2019s birth certificate, but his record isn\u2019t in the digital registry. When I reached out to the archives, responses were delayed, and eventually I was told there\u2019s no official record there, either.\u201d<\/p>\n<p>To move her case forward, Kalik would likely have to go to court to try and officially prove that her grandfather was born and raised in Ukraine \u2014 a step that could lead to a new birth certificate being issued.<\/p>\n<p><!--kg-card-begin: html--><\/p>\n<div class=\"citation-snippet\">\n<p class=\"citation-snippet__text\">\n\u201cIt\u2019s in Ukraine\u2019s interest to open the door to those who\u2019ve come here with open hearts and good intentions.\u201d\n    <\/p>\n<\/div>\n<p><!--kg-card-end: html--><\/p>\n<p>The prospect of further lengthy delays for basic paperwork has discouraged her from prioritizing the process, dimming her hopes of moving from her current residency status to full citizenship.<\/p>\n<p>\u201cThough I say this with full respect and understanding for how much Ukraine is already navigating due to <a href=\"https:\/\/kyivindependent.com\/russia-remains-the-most-significant-direct-threat-to-nato-rutte-says\/\">Russia\u2019s full-scale war,<\/a>\u201d she added.<\/p>\n<p>Although Kalik cares deeply about her native <a href=\"https:\/\/kyivindependent.com\/tag\/moldova\/\">Moldova<\/a>, she says the bonds she has built in Ukraine run much deeper \u2014 especially while<a href=\"https:\/\/kyivindependent.com\/russia-launches-drones-at-kyiv-injuring-2\/\"> living in Kyiv<\/a> and <a href=\"https:\/\/kyivindependent.com\/one-night-in-bakhmut-inside-the-bleak-world-of-citys-civilians-as-russia-draws-closer\/\">reporting from the front line<\/a> through Russia\u2019s full-scale invasion. William, a 25-year-old U.S. Army veteran, has come to Ukraine to join the Ukrainian military in its fight against Russian aggression just days after his contract with<\/div>\n<div class=\"kg-bookmark-metadata\"><img decoding=\"async\" class=\"kg-bookmark-icon\" src=\"https:\/\/assets.kyivindependent.com\/content\/images\/size\/w256h256\/format\/png\/2023\/03\/K-new.svg\" alt=\"Foreigners move closer to Ukrainian citizenship with new draft law, but red tape obscures their path\"><span class=\"kg-bookmark-author\">The Kyiv Independent<\/span><span class=\"kg-bookmark-publisher\">Asami Terajima<\/span><\/div>\n<\/div>\n<div class=\"kg-bookmark-thumbnail\"><img decoding=\"async\" src=\"https:\/\/www.euro-tv.ro\/news\/wp-content\/uploads\/sites\/3\/2025\/06\/GettyImages-2204541704.jpg\" alt=\"Foreigners move closer to Ukrainian citizenship with new draft law, but red tape obscures their path\"><\/div>\n<p><\/a><\/figure>\n<p>For her, obtaining a Ukrainian passport would simply formalize an identity she already fully embraces.<\/p>\n<p>\u201cI really hope Ukraine\u2019s approach to citizenship for foreigners becomes more dynamic and responsive \u2014 especially for those of us who\u2019ve chosen to stay, contribute, and become part of this country,\u201d she said.<\/p>\n<p>\u201cIt\u2019s in Ukraine\u2019s interest to open the door to those who\u2019ve come here with open hearts and good intentions.\u201d<\/p>\n<h2 id=\"foreign-fighters%E2%80%99-struggles-after-battlefield\"><code>Foreign fighters\u2019 struggles after battlefield<\/code><\/h2>\n<p>When Russia launched its full-scale war against Ukraine, Anthony \u2014 whose name has been changed due to security concerns \u2014 <a href=\"https:\/\/kyivindependent.com\/why-foreign-soldiers-keep-fighting-for-ukraine-amid-growing-uncertainty\/\">took up arms<\/a> in a branch of the International Legion to defend the country. He considers Ukraine his home more than the Western country where he was born and couldn\u2019t just sit around when so many innocent people were being killed.<\/p>\n<p>But now, his future in Ukraine is uncertain due to a series of bureaucratic hurdles \u2014 despite risking his life to defend the country.<\/p>\n<p><!--kg-card-begin: html--><\/p>\n<div class=\"citation-snippet\">\n<p class=\"citation-snippet__text\">\n&#8220;(Obtaining Ukrainian citizenship) is a real recognition of the sacrifices and risks people like I have undertaken when we answered the call to defend the country.&#8221;\n    <\/p>\n<\/div>\n<p><!--kg-card-end: html--><\/p>\n<p><a href=\"https:\/\/kyivindependent.com\/parliament-international-legion\/\">Foreign recruits<\/a> must serve a minimum of three years in the International Legion to qualify for permanent residency, which is an important step toward applying for citizenship. Anthony, however, left the International Legion after two and a half years, due to internal problems within the organization that put people\u2019s lives at what he said was <a href=\"https:\/\/kyivindependent.com\/suicide-missions-abuse-physical-threats-international-legion-fighters-speak-out-against-leaderships-misconduct\/\"><\/a><a href=\"https:\/\/kyivindependent.com\/suicide-missions-abuse-physical-threats-international-legion-fighters-speak-out-against-leaderships-misconduct\/\">unnecessary additional ris<\/a>k and made remaining near impossible.<\/p>\n<p>A <a href=\"https:\/\/kyivindependent.com\/suicide-missions-abuse-physical-threats-international-legion-fighters-speak-out-against-leaderships-misconduct\/\">2022 investigation<\/a> by the Kyiv Independent into one branch of Ukraine\u2019s Foreign Legion revealed that leadership was involved in a number of alleged scandals, including abuse, theft, and sending soldiers unprepared on reckless missions.<\/p>\n<p>Despite the <a href=\"https:\/\/kyivindependent.com\/investigation-almost-2-years-into-first-reports-of-wrongdoing-ukraines-international-legion-appears-immune-to-change\/\">challenges he faced<\/a> in the International Legion, his love for Ukraine \u2014 where he spent significant time before the full-scale invasion \u2014 remains strong. It\u2019s hard to imagine a future anywhere else, he says.<\/p>\n<p>\u201cAfter living here, fighting for Ukraine, risking my life for it and its people, I feel part of this country. I lost a lot of friends that will never have this chance. I may not be Ukrainian by ethnicity or birth, but I feel Ukrainian in my <a href=\"https:\/\/kyivindependent.com\/tag\/war\/\">fight against Russia<\/a>, and the possibility of receiving Ukrainian citizenship is a recognition of that.\u201d<\/p>\n<p>Once an International Legion contract ends, former soldiers have three months to formally resign or depart. After multiple deployments \u2014 some of which Anthony believed he might not survive \u2014 he now finds himself adrift, uncertain about his next steps.<\/p>\n<p>In legal terms, his status is now equivalent to that of a tourist, subject to the 180-day visa-free stay permitted in Ukraine. While he could seek a temporary residence permit, he says doing so almost feels like a forced attempt to extract some recognition for his military service.<\/p>\n<p>\u201cI killed the enemy in combat, risked my life many times. I did my job silently and not for attention.
